SURF UMBILICALS QC INSPECTOR
IPAS Partners, on behalf of its clients, is currently looking for a SURF (Subsea Umbilicals, Risers and Flowlines) Umbilical QC Inspector to work on a Residential status (5 days per week) in Lobito, Angola.
MISSIONS
The service holder is responsible, within the SURF team and with other Company personnel working at site, for the follow-up, monitoring and supervision Quality Control (QC) Inspection activities carried out by the Umbilicals Contractor during the Supply, Construction, Commissioning phases, ensuring that QC contractual and technical requirements are duly applied by Contractor. Of particular significance for this role is the supervision of welding and NDT activities and such the service holder should be able demonstrate competence in the supervision of these activities. The Umbilicals contractor has been contracted by Company. The responsibilities for this position related particularly for the activities of Angoflex in Lobito but may extend to other parts of the package. This may involve travel to other locations.
The service holder organises and participates in routine and random inspections / audits / tests, etc., and assists to daily / regular QC Inspection meetings with Contractor, performs QC visits and tours and ensures an adequate reporting of areas of concerns, problems encountered in the implementation of the QC Inspection Plan or any other problems with execution by the Umbilicals Contractor to the Umbilical Lead Engineer. The service holder will also be responsible for identifying and coordinating such inspection requirements in conjunction with the SURF QA/QC Leader.
In general, the service holder provides assistance to the Umbilical team with:
- Particular focus on the welding, NDE and associated termination activities;
- Quality related matters associated with the Angoflex umbilicals scope. Service holder participates in reviewing the Umbilicals Contractor Site QC documentation (Site QA/QC plan, Inspection Plan, etc.) and ensures its full implementation by Contractor;
- All matters related to QC inspection and in particular the welding and NDT activities.
As part of the SURF team the service holder may be requested to support other parts of the SURF Package delivery provided this is compatible with his main function.
The service holder will form part of a two man team at the worksite and will be required to coordinate with his colleague to ensure optimal coverage of the scopes as per the actual activities in progress at any given time. This is likely to include covering night shift operations.
The service holder is also accountable for demonstrating, individually, an exemplary behaviour with regard to HSSE rules & requirements. This includes intervention where unsafe acts or conditions are observed and to assist the Contractor in improving its safety performance and culture.
ACTIVITIES
1. To adopt and to demonstrate an exemplary behaviour with regard to Company Ethics and Code of Conduct policy and HSSE rules and regulations.
2. To be kept informed of Company Referential (CR, GS, and GM), international standards related to his area of responsibility, taking knowledge from them for application to the Project.
3. To ensure that the Umbilicals Contractor is enforcing his contractual commitments, is implementing properly his overall Quality responsibilities, Contract QC Inspection plan and objectives, is safely, properly and timely performing his activities as per Company specifications, design and codes.
As such, he shall:
- Participate to KOM /PPM / PIM with Contractor/Subcontractor with regard to Quality (QA/QC) and inspection matters;
- Review the relevant Contractors' and suppliers' ITP's and Quality procedures;
- Monitor and control the implementation on site of the approved Quality and Quality Control plans, Surveillance plans, Inspection and test plans;
- Monitor the relevant Welding Qualification processes, and ensure their satisfactory implementation and follow-up;
- Supervise the Project Surveillance and Quality activities performed on site;
- Ensure that the works are closely inspected by the Contractor's QC inspection team (e.g. RT, UT, MPI, PMI, etc.);
- Review and ensure that all NDT and certification files are up to date, including documentation from vendors and contractors;
- Challenge Contractor and suppliers on overall quality performance and inspection activities, and to perform routine and random inspections on a daily basis in this regard;
- Monitor the work deficiencies (repair rate in particular), and ensure the implementation of the necessary corrective actions;
- Monitor and ensure final documentation progress in timely manner; Follow up on the implementation of agreed action plans, or other mitigation plan issued;
- Stop & report immediately to the SURF Quality Lead / Umbilical Lead Engineer any anomaly or non-conformity;
- Attend and participate in daily meetings; Attend, when requested, the various Quality related meetings;
- Participate to Quality specific audits or visits and provide regular QC inspection & activity reports.
4. To implement and maintain the required Quality reporting system and to follow Umbilicals Contractor's Quality activities through his reporting.
5. To ensure the follow-up of tracking of anomalies and non-conformities performed by the Umbilicals Contractor and maintain required Quality indicators (KPI's) for the project activities.
6. In General:
- To assist the Company Site Representative / Umbilical Lead Engineer as and when required
- To provide technical support and assistance to Company personnel, and also to Contractor' and Suppliers' personnel if needed, on Quality methods and techniques
- To analyse / resolve QC issues and problems encountered by Company personnel.
7. To report to Company Site Representative / Umbilical Lead Engineer wrt to QA/QC activities, in particular when deviations to works are detected.
8. To prepare & issue release note &/or appropriate certificate with appropriate punch list if needed at time of release
9. To ensure confidentiality of all the documentation issued under his area of responsibility.
OBSERVATIONS ON ACTIVITIES AND MISSIONS
The activities relating to Quality Control are not limited to the above listed activities. By definition, scopes of works on Projects are mainly non recurrent and during some phases of the Project, the Service may require the Holder to exercise flexibility for collaborating in various tasks in order to adapt to the SoW, new procedures and tools. Since 24 hour manufacturing activities are anticipated willingness to work night shifts as and when required is essential.
OTHER OBSERVATIONS ON THE SPECIFICITIES OF THE SERVICE
Base location: Umbilicals Contractor's Site Angoflex, Lobito.
A familiarisation visit will be required to either the COMPANY's Paris offices or to Technip Umbilicals Ltd in Newcastle.
Resident (5 working days per week), accommodation and local transportation provided.
STARTING DATE: September 2015
DURATION: Up to December 2017 (around 16 months)

REQUIRED QUALIFICATIONS AND BACKGROUND
Professional Experience: minimum 10 years of QC Inspection experience
Experience in similar position: minimum 5 years in similar role
Level / Diploma: Engineer, or equivalent (with PCN/ COFREND, CSWIP or equivalent qualification)
Languages: English mandatory / Portuguese beneficial
