Mission

IPAS PARTNERS is looking on behalf of its client for an, for a SURF QA/QC SUPERINTENDENCE.

This is an onshore mission in Porto Amboim, Angola, on a 4*4 rotation status, duration 24 months.  

The SERVICE encompasses mainly the following:

 

 The service holder is responsible, within the SURF team and under the SURF Company Site Representative's supervision, for following-up, monitoring and supervising QA & QC (the discipline) activities carried out by SURF Contractor and/or Subcontractors at the spools & jumpers, multijointing fabrication site, ensuring that his discipline's contractual and technical requirements are duly applied by the Contractor and/or Subcontractors.

In this respect, and to ascertain that the equipment/facilities are built as per the project requirements, the service holder verify and approve Contractor's and/or Subcontractors' drawings, fabrication procedures and methodologies, and ensure that Contractor and/or Subcontractors have adequate equipment, resources, means and manpower to performed the service with the required quality level and to compete it in due time.

He reports on a day-to-day basis directly to the SURF Company Site Representative. The service holder is also in continuous liaison with and reports to the SURF QA/QC Leader, enforcing decisions/directions taken at SURF Management level.

He reports on a day-to-day basis directly to the SURF Company Site Representative provides support and assistance to the SURF Company Site team and coordinates with other disciplines to ensure quality and timely completion of their work and implementation of Corporate / Project QA/QC Management System.

The service holder organises and participates to routine and random inspections and audits, assists to daily / regular Fabrication meetings related to his discipline with SURF Contractor and/or Subcontractors, performs QA/QC and/or HSE visits and tours... and ensures an adequate reporting to the SURF Company Site Representative (areas of concerns, problems encountered in its discipline during fabrication and implementation both by the SURF Fabrication team and SURF Contractor and/or Subcontractors).

The Service holder participates to the review and comments of SURF Contractor's and/or Subcontractors' Project Site documentation applicable in the perimeter of the relevant SURF Fabrication site (Project Site QA/QC plan, fabrication plans, fabrication drawings …) and ensures their full implementation by SURF Contractor and/or Subcontractors.

As a general manner, the service holder provides assistance to the SURF Fabrication team with all matters related to his discipline and organise its pre-commissioning activities in close coordination with the commissioning team.

The service holder is also accountable for demonstrating, individually, an exemplary behaviour with regard to HSSE rules & requirements.

 

 ACTIVITIES:

 

1.       To adopt and to demonstrate an exemplary behaviour with regard to Company Ethics and “Code of Conduct” policy and HSSE rules and regulations.

2.       To have knowledge of Company and Project technical referential and international standards related to his area of responsibility, taking knowledge from them for application to the Project. To develop, as required, discipline specific instructions at Fabrication Site.

3.       To ensure proper answer (in coordination with Company's engineering team when appropriated) to Contractor technical Site Queries related to his discipline.

4.       To ensure promotion and implementation by SURF Fabrication team of the Project Site QA/QC plan and procedures.

5.       To ensure all along fabrication phase that the SURF Contractor is enforcing his contractual commitments, is implementing properly his Fabrication plan and objectives, and is performing safely his activities as per Project specifications, design and codes. As such, he shall:

- Participate to KOM with Contractor/Subcontractor wrt Discipline matters;

- Participate to site weekly & on call meetings.

- Review the relevant Contractors and suppliers ITP's and procedures;

- Monitor and control the implementation on site of the approved drawings, approved QA/QC plan, Surveillance plans, Inspection and test plans;

- Ensure that the works are closely inspected by the Contractor's QC inspection team (e.g. RT, UT, MPI, PMI, etc.);

- Supervise the Project Surveillance and QC activities performed on site;

- Ensure that the works are closely inspected by the contractor's QC inspection team;

- Review and ensure that all material certificates and certification files are up to date, including documentation from vendors and contractors;

- Challenge Contractor and Sub-suppliers on QA/QC performance and Inspection activities, and to perform routine and random inspections on a daily basis in this regard;

- Monitor the work deficiencies (repair rate in particular), and ensure the implementation of the necessary corrective actions;

- Follow up on the implementation of decided action plans, or other mitigation plan issued;

- Report immediately to SURF CSR any anomaly or non-conformity;

- Interface with relevant SURF Fabrication team and SURF Contractor's QA/QC site authority on QA/QC issues and on the implementation of the Company QA/QC requirements;

- Propose issuance of ICR (Investigation & Correction request) for any issue not documented by Contractor.

- Attend and participate in daily meetings; Attend, when requested, the various fabrication meetings, and provide support to the CSR in its various reviews

- Participate to fabrication, HSE or QAQC specific audits or visits; Provide regular inspection & activity reports at least weekly report required.

6.       Continuous monitoring of Contractor and suppliers performance on site and proposed any modification, improvement, ICR deemed necessary. Close monitoring of any NCR, IRC issued up to satisfactory closure.

7.       To ensure the tracking of anomalies and non-conformities performed by the SURF Contractor and ensure correct follow-up activities in the relevant SURF Fabrication site.

8.       In General:

- To assist the SURF Company Site Representative as and when required;

- To provide technical support and assistance to Company personnel, and also to Contractor' and Suppliers' personnel if needed;

- To analyze / resolve Discipline issues and problems encountered by Company personnel;

- To implement Discipline methods for the supervision of the day to day activities;

- To enforce decisions/directions taken at SURF Management level and as directed by SURF Company Site Representative.

9.       To report to the SURF Company Site Representative to Discipline activities, in particular when deviations to works are detected.

10.   To ensure confidentiality of all the documentation issued under his area of responsibility.

REQUIRED COMPETENCIES:

QA QC techniques and experience

Profil

QUALIFICATIONS / EXPERIENCE REQUIRED:

Professional Experience (years): min 10 years' Experience in QA/QC activities

Experience in similar position (years): mini 7 in similar role

Level / Diploma: Engineer, or equivalent (with PCN/ COFREND, CSWIP or equivalent qualification)

Languages: English mandatory
