Mission

Head of Section DCS / PLC (Distributed Control Systems/ Programmable Logic Control) – Angola

HSE:

- Participate in facilities safety reviews (HAZOP, SLD and F&G matrix) as validator of technical feasibility studies or accompanying site/process modification related to discipline

- Develop and conduct any action plan resulting from a degraded or audit card attributed to its discipline.

- Guarantee SMR and SMIS validation involving HSE (C&E matrix, safety bars, …)

- Contribute to report anomalies and incidents and participate in diagnosis and corrective actions

- Ensure that HSE rules and procedures are applied by team under his responsibility and follow HSE action plans associated  
- Take part in management of cyber security and control systems administration in liaise with affiliate RSSC-L on a regular basis and according to CR EXP 016 / GS EP INS 135 (SII firewalls, antivirus, architecture, and related equipment).

Management:

- Coordinates and leads the team in coordination with other entities, the FPSOs and Contractors,

- Ensure documentation is well updated

- Contribute to identify improvement opportunities in organization, facilities availability, technical costs

- Ensure implementation of operation and maintenance strategy based on FO objectives

- Promote high service level within his team

- Develop periodic reporting activities of the Discipline and follow them

- Provide scoping, cost estimates and contribute in yearly budget requirements related to section

- Develop 5 year plans for Control & Systems upgrades.

Support to Operations:

- Provide technical assistance for routine, non-routine and shutdown maintenance as related to Control & Systems

- Define the strategy for the operation and the maintenance for the DCS / PLC (i .e. Remote Maintenance and Diagnosis…)

- Identify recurring Control & Systems problems, which require analysis and resolution with the help of other departments, vendors or original equipment manufacturers, and recommend sound and cost effective solutions.

- Follow-up PM/CM work-orders, review proper reporting and work completion in SAP, launch action plan with GMC Offshore team

- Check/audit quality of ICSS maintenance tools

- Contribute and supervise vendor/contractor missions or audits to support the site (including logistics).

- Provide follow-up/action plan for Control & Systems equipment failures, downgraded situations, analyze data, troubleshoot performance, conduct root cause analysis with vendors or original equipment manufacturers and make recommendations to improve ICSS reliability and report progress in T@lk/Synergi tools.

- Propose, prepare, put in place and follow all the SMC as may be needed to improve the site operations.

- Evaluate the competencies and the performances of the contractors in control system, audit them and keep KPI monitoring.

- Manage ICSS related documentation updates (vendor doc, functional analysis, S4I…).

- Supervise or participate at the preparation of the long term activities (overhaul/upgrade, FFSD, PSD, ...) for ICSS SOW.

- Manage the update of PI (Osisoft) real time monitoring database (onshore PI servers).

Stock and modifications involvement:

- Define, lead / supervise the Discipline studies needed to achieve the objectives in terms of availability, maintainability and equipment operating cost.

- Ensure spare parts strategy to support the operations is in line with MIEC strategy and best operational practices; define strategy as necessary with updates to SAP CMIMS.

- Supervise continuous spares part planning and stock optimization with the site (MRP strategy, BOM updates, min-max reorder levels, safety stock) for routine and emergency maintenance.

- Review and validate vendors ITP, technical requisitions and specifications during PR or CFT phase.

- Review and control the standardization of DCS/PLC materials and related systems.

- Review stock quantities, usage and consumption to minimize the stock value, whilst ensuring that all spare parts are available for routine, defect and shutdown maintenance.

- Control and validate the documentation workflow with DCC/Prodom, S4i for ICSS and UNISUP/SAP for functional locations, spare parts inventory, preventive maintenance procedures/plans

- Liaises with vendors and the original equipment manufacturers for all queries regarding maintenance, modifications, spare parts, drawings and the resolution of technical problems.

- Provide technical decisions/answers to technical queries related to CS issues. Review vendors' proposed technical deviations and coordinate proper technical/safety/quality review, approval and response. Coordinate with HQ DEV/TEC specialist.

- Participates in maintenance engineering activities by review and validation of relevant deliverables linked to CS discipline.

Optimisation and Management of system architecture and/or application programs modifications

- Attend/prepare for meetings: ICS weekly meeting, FPSO ICS monthly meeting, coordinate related reporting.

- Ensure team is following the elements and principles defined and keeping them up to date (eg.: prepare and participate on the meetings, develop/validate/share dashboard, update follow-up tool, etc.)

- Ensure strict compliance to Company GM, CR and GS and SIM by team members

- Manage the yearly obsolescence life time cycle review from each manufacturer, validate upgrade proposals and launch action plan in line with operations requirement and planning.

- Keep up to date with new Control & Systems technologies and potential applications in FPSO applications

Competencies:

- Take trainings needed for the position as defined by DHSE and HQ (SAFEPASS)

- Contribute to the improvement of skills and know-how inside his team

- Mentor and contribute to the training and development of junior engineers under his responsibility.

- Assess his team members skills and competences and propose the relevant trainings

- Promote angolanization, as defined by Company's policy, by supervising and assisting junior Angolan engineers

- Strong ability to lead a work group under critical conditions

Interfaces:

- Ensure interfaces with Company Entities when required and maintain open contacts with other affiliates entities. Liaise with specialists Discipline Headquarters

- Play an active role in the SMR/RFM and SMIS follow up.

- Participate in various projects and provide interface for all aspect of DCS to project teams (Occasional) and contribute to the integration of future DB17 development

- Posted in Luanda with frequent missions offshore

- Rapidly increasing level of activity in a multi-cultural setting and a context of mandatory human resources nationalization targets

Accountabilities

In the context of team work and in the field of maintenance:

- Ensuring the integrity and the proper functioning of the ICSS equipment of Block 17 with leadership

- Provide operational and methodological assistance to FPSOs DALIA, GIRASSOL, PAZFLOR and CLOV (to meet daily production)

- Define Company maintenance policies and ensure international rules and standards for Block 17

- Ensure the improvement of expertise in Control & Systems Maintenance: establish the repository and ensure the development of methods and tools

- Perform general or specific studies in all phases of the EP process, before project, during project, operation and abandonment

- Optimization and availability of equipment in line with the production objectives

- Ensure technical and HSE audits to the service providers of the Discipline to optimize results

- Act as tutor to develop the knowledge of employees


Profil

Qualifications/Experience required

Education: Bachelor's degree in Electrical/Electronic, Computer Engineering, industrial automation (French bac+5 level) or equivalent Engineer

- Professional experience (above 10 years) with process control systems/equipment preferably with oil/gas or petrochemical industries

- Experience in industrial maintenance (over 5 years) and maintenance methods.

- Reliability, autonomy, analytical, organizational skills and leadership

- Effective computer skills for business applications and discipline specific software applications.

- Languages: French and English correct (> 3/5) Notion on Portuguese (> 1.5/5)

- Knowledge UNISUP PM / MM.

- Good knowledge of HSE

- Very good knowledge of process Instrumentation and International codes & standards.

- Knowledge in HIPS Safety Systems: HIMA, Yokogawa Pro-Safe is recommanded.

- Knowledge of basic operation of gas turbines, motors and pumps (ENSPM Training).

- knowledge of group GS and CR in the field of the discipline.

- Knowledge of the following systems: Yokogawa, Foxboro, ABB, Triplex, Triconex, Emerson DeltaV, Rockwell, Allen Bradley, GE mark V, VI and VIe, Schneider TSX (PL-7) and Knowledge in HMI/SCADA software package: Wonderware In Touch, Allen Bradley RS-View, Intellution I-Fix, Siemens Step7 and GE-Cimplicity is required.
