Mission IPAS Partners, on behalf of its clients, is currently looking for SPS (Subsea Production Control System Fabrication) COMPANY SITE REPRESENTATIVE – MANIFOLD, PGB, WELL JUMPER SITE- Residential role, Angola

MISSIONS:

The service holder is responsible, within the Kaombo SPS team, for monitoring fabrication activities at the SONAMET yard in Lobito, Angola

 

Team management: The service holder ensures that:

? Company H3SE policy is promoted and good standards and practices are in place, including proper reporting and efficient communication channels.

? Subcontractor is enforcing his contractual commitments and is safely, properly and timely performing his activities as per Company specifications, design and codes.

? Site works are permanently followed

? Any technical, procurement or resources bottleneck which could lead to schedule slippage are identified.

? Quality Assurance & Quality Control are properly managed.

 

Contract execution monitoring:

? The service holder shall be fluent with Kaombo contract technical requirements related to manifolds, PGBs, production well jumpers, Xmas tree roof top and Closed Caisson Foundations (CCFs) fabrication activities

? The service holder shall ensure that Subcontractor is delivering the WORK in line with the relevant contract requirements (H3SE, quality, and schedule) and approved project procedures (ITP, FAT, EFAT, SIT, SRT…)

? The service holder shall monitor Contractor's and Subcontractor's organization to ensure that adequate skills and experience are available and properly organized to carry out the work in line with the contracts requirements (H3SE, quality, schedule)

 

Work Scope: Includes the following monitoring activities:

 

? Importation of goods and components

? Fabrication of manifolds, PGBs, production well jumpers, Xmas tree roof tops and Closed Caisson Foundations

(CCFs)

? Mechanical Completion and Testing

? Manufacturing Record Book Compilation

? Storage (including storage of SPS equipment from Europe)

? Handover

? Preparation of equipment for transportation or offshore deployment (onshore preparation only)

? Preparation of all necessary documentation

 

The service holder will supervise the day to day activities of Contractor on site and Subcontractor and witness the Subcontractor activities during the Construction works.

 

The service holder shall ensure the prompt issue of the dispatch dossier including all necessary certifications as well as the finalization of the manufacturing record book associated with deliverables in a timely manner

The service holder shall monitor, instruct, correct and report the working practices of Subcontractor as necessary. The service holder shall also supervise the site H3SE and quality Company representatives.

 

The service holder reports to the SPS Fabrication Leader, highlighting work progress, forecast, quality issues, H3SE issues and concerns encountered during the performance of his duties. The service holder is also accountable for demonstrating an exemplary behavior with regard to H3SE rules & requirements and for implementing H3SE rules within his area of responsibility.

 

ACTIVITIES:

 

1. To adopt and to demonstrate an exemplary behavior with regard to Company "Code of Conduct" and H3SE rules and regulations. To implement H3SE rules and requirements within his area of responsibility, and to comply with H3SE training requirements for the position.

 

2. To keep informed of Company Referential (CR's/GS's in particular), international norms and standards related to his area of responsibility, for application to the Project.

 

3. To ensure Site is working with safe practices. To promote and challenge H3SE initiatives during construction phase to keep people mobilized and safety minded. Keep people aware of Project safety objectives.

 

4. To ensure documentation is available in due time to avoid any fabrication delay. To verify consistency / homogeneity of information with engineering offices, by regular review of documentation register

 

5. To validate fabrication progress reporting from Subcontractors. To foresee any fabrication schedule deviation and propose mitigation or corrective action

 

6. To monitor Contractor and Subcontractor's direct and safety man-hours spent on construction activities to compare with estimates and establish a man-hours per equipment trend at the end of the project (as a feedback for headquarter).

 

7. To manage Punch list items and ensure that all critical punch list items are closed in due time

 

8. To issue regular reporting to the SPS Fabrication Leader.

 

9. To review Contractor, Subcontractor's and Supplier's Organization to verify its adequacy and effectiveness with regards to the work to be performed. To ensure that Subcontractor's manpower is sufficient and that the personnel are of the required discipline, experience and capability.

 

10. To witness Audits performed by Contractor and Subcontractor on Suppliers, as required. To participate in Subcontractor and Contractor investigations of significant Quality failures or other work deficiencies.

 

11. To review reports and other records and deliverables issued by Contractor and Subcontractor on completed works and activities. To approve when needed on behalf of COMPANY.

 

12. Together with resident project personnel, to review any problems or reported difficulties. To analyze / resolve issues and problems highlighted during the construction activities. To follow and expedite the remedial actions from finding and observations during the Audits or other activities.

 

13. To monitor Company items management in liaison with the interface coordinator.

 

14. To monitor the implementation of approved changes (Change orders and Derogations).

 

15. To ensure Quality Control is performed according to Inspection Test Plan. To keep track of any technical deviation from contractual requirements, including supporting documentation such as mark-up, RFC, RFD, Quality Notices.

 

16. To interface with Certifying Authority for Subcontractor/Supplier assessment of conformity. To ensure that certification requirements are fully implemented

 

17. To review, comment and approve Contractor and Subcontractor's mechanical completion documentation/dossiers for correctness and conformity prior to a structured handover to commissioning team. To ensure a progressive review and compilation of As-Built and Final documentation

 

18. To participate to regular reviews and meetings with Contractor and Subcontractor. To review KPI'S, improvement efforts, etc.

 

19. To issue regular reporting to the package fabrication leader. To raise weekly & monthly status reports to Package fabrication leader on construction activities. To maintain the Package construction indicators (KPI's).

 

20. To populate the construction reporting system enabling reactivity in the management of issues. To maintain the Package records and monitoring registers (manpower, progress ...).

 

21. To ensure confidentiality of all the documentation issued under his area of responsibility.

Observations: Communication – ability to report regularly to SPS package management team from a remote construction site. Strong interpersonal skills and able to work with a multi-disciplined/multi-cultural team. Autonomy to function remotely from hierarchy.

REQUIRED QUALIFICATIONS AND BACKGROUND:

 

Professional Experience (years): 5-15

Experience in similar position (years): 5-10

Level / Diploma: Engineer, or equivalent

Languages: English mandatory, Portuguese preferable

Base location: SONAMET yard in Lobito, Angola

6 months contract renewable
